RFP Basics

Proposal Management

Proposal management is the disciplined process of planning, organizing, writing, reviewing, and producing a compliant, compelling proposal in response to an RFP. A proposal manager leads the effort, coordinating subject matter experts, writers, reviewers, and production staff to meet the submission deadline.

The proposal management lifecycle typically includes kickoff, requirements analysis, outline development, writing, color team reviews (Pink, Red, Gold), revision cycles, final production, and submission. Each phase has specific objectives, activities, and quality gates.

Effective proposal management requires strong project management skills, deep understanding of the procurement process, excellent communication, and the ability to motivate diverse teams under tight deadlines. Modern proposal management increasingly relies on technology solutions for collaboration, compliance tracking, content reuse, and workflow automation.
