Technical Evaluation
Technical evaluation is the process by which evaluators assess the technical merit of proposals submitted in response to an RFP. It involves reviewing the proposed approach, methodology, staffing plan, management structure, and technical solution against the evaluation criteria defined in the RFP.
Technical evaluations are typically conducted by a Technical Evaluation Board (TEB) or panel of subject matter experts. They score proposals using criteria such as understanding of requirements, soundness of approach, key personnel qualifications, and innovation.
A strong technical proposal clearly demonstrates understanding of the problem, presents a logical and feasible approach, provides evidence of capability, and addresses potential risks with credible mitigation strategies. The technical volume is often the most important differentiator between competitors.
